Name: Savage Mind Quirk: The Minds...Still Quirk Level: Basic Rank: Delta Experience Points: Free Type: Offensive, Defensive, Supplementary Range: Self-Close Damage: None Description: Savage Mind is the Parent Technique to the “The Minds…Still” quirk. An Esper’s quirk in nature, the user can utilize their mental capacity to perform telekinetic and telepathic abilities for offensive – defensive – supplementary measures. At this level of mastery, the user can only use basic levels of telekinetic application such as lifting solid and liquid like matter. At this level of mastery, the user can only connect telepathically to one individual at a time. That individual must be of human nature and contain a functioning brain and central nervous system. At this level, the user can only utilize one spirit at a time with themselves, although it is only possible to communicate with the spirits (requires technique to be made). The amount of range covered by any psionic technique reaches three meters and the telekinetic abilities cannot lift more than three meters in height and/or width. Inner Workings:
~ At this level, Telekinetic Abilities require physical cues, such as raising the arms to life targets or pointing to send the targets in a desire direction, thus without the cues the telekinetic abilities cannot be properly used.
~ At this level, Telepathy Abilities can only connect the user with human life that they can see. Once losing track of the target results in the connecting being broken. Due to directly linking together the minds, any mental base damage is amplified for the user - thus they receive an additional damage.
Drawbacks: The Quirk requires Mental Energy. Abusing the quirk results in exhausting the Mental Energy. At certain points, using psionics will physically drain the user's stamina.

This small boy had done something to piss off one of the more powerful families in criminal history. A mistake unseen with rewards of green to acts of mean. In other words, if Kanye killed this child, he'd be paid handsomely. The Republic could always use funds but more importantly, favor towards the Lucas Family.
"Do not worry boy, I will make this fast. Nothing in life is promised, except death." boasted Kanye. Upon finishing those words Kanye would rush two meters towards at Mob with his left hand extended outwards as if to punch him and his right hand pressed against his chest. He of course knew nothing about this boy's quirk but once it revealed itself, Kanye would teleport directly behind the child forcing the punch to connect. He wouldn't stop there however, he'd steal some vision from the child and gift it onto himself. He'd then step back and prepare himself for the boy's response. If he couldn't teleport towards the boy, he'd teleport backwards three meters to the left of the boy and plot his next course of action as he paid close attention to the child.
Name: Cache Quirk: Cache Quirk Level: Basic Rank: D Experience Points: None Type: Supplementary Range: Self Damage: None Description: An emitter quirk, the user is able to cache/store metaphysical properties that has an affect on their / others' being or of an object. This includes but is not limited to energy, sleep, pain, oxygen, emotions or even vision. The user is able to store (by default into some altered dimension) an excess amount of an effect that they do not experience until they decide to restore it. This allows the user to perform feats otherwise unobtainable due to lack or overburden of an effect. This is done by placing their left hand on themselves or another to store and placing their right hand on themselves or another to release.
Drawbacks:
The user loses 10 STA for each occupied slot totaling at -30 STA if three things are stored at a time.
The User can Only Store Up to Three [3] Concepts at Once. Regardless of the same type, each stored concept consumes a Slot.

As expected, the moment Kanye moved the boy activated his quirk. The black villain was lifted high into the air and constrained, but he had prepared for that. The second he was lifted, Kanye teleported backwards a few meters putting a seven meter gap between the two. Upon doing so he would find himself free from the mans constraint. Was his range that short? he must be very raw with his quirk but with time, he could be dangerous. Kanye has seen many telepaths come and go over the centuries, and he has put each one down. Anything with a potential for growth is a threat to America, and a threat to America is a threat to The Republic. A threat to the republic,

For now, Kanye decided to keep this gap between the two until he thought of a way to approach him. Kanye wasn't fast enough to blitz the child, as just shown. Contemplating his next steps, Kanye began to run backwards (two meters, 9 meter gap) and stuck his fingers in his mouth, releasing a chilling whistle. From below the ground a large golden weapon, taller than Kanye himself, would emerge and pierce Kanye through his chest, obliterating him. The weapon, Gada, relished in the blood while Kanye...well, he didn't react? There's a giant hole in his chest and he didn't react? Instead Kanye placed his left hand on his chest as the piercing occurred, storing the damage received. The weapon continued to slash at Kanye until he yelled out "Enough!!"
The weapon shook in a joyful manner as it floated next to Kanye. Kanye released his left hand and took a deep breath. Suddenly the gap in his chest closed! The slash scars remained but even they began to close, though not fully. With blood surrounding his person, Kanye smiled as he looked at the kid. "I haven't forgot about you."
Nodding to the weapon the two would suddenly split paths as Maga ran to the right of the child and Gada ran to the left, both keeping the 9 meter gap radius in tact. Kanye paid close attention to the kid, waiting for the slightest hint of movement before reacting. It was his hope that having to focus on two enemies would divide the growing child's attention.

This giant mace was crafted by several african blacksmiths as a custom order for Maga and is typically used ceremoniusly due to it's extreme weight but if the time calls for it to be used as a weapon, then rest assured it will strike. This mace The grip has a long golden handle, glistening in the sun and adding an air of royalty to all who hold it. The ball has a relief carved along the sides depicting Maga conquering his opponenet sin greek fashion. Atop the ball is a sharp sword like spike colored ruby red, and several diamonds along the middle. The sword has been augemnted with two Cache's by Maga:
Flight - Released into this weapon is the flight of a Peregrine Falcon, allowing the weapon to take flight at 0.5 SPM. When thrown, the speed of it's flight is dependent on the strength of the user in addition to it's 0.5 SPM.
Sentience - Released into this weapon is the mind of an Orca. This grants the weapon a mind of it's own, allowing it to take it's own flight pattern and hunt. Being capable of conscious thought, if someone it disapproves of attempts to wield it (A lame ass *****), spikes protrude from the handle in order to force them to release their grasp, at which point GADA will make efforts to return to its chosen owner.
Due to it's weight, the weapon requires 20 STR to be wielded with both hands, and 40 strength to be wielded with one. If you've been chosen by GADA however, the weapon will always fly in your hands and follow your movements, releasing the STR restriction but reducing your attack speed to 0.5 SPM.

Locked in I gotta couple of questions before I post.
To be honest, this had been the most weird and funny fight Mob had been in.
"Lmao I wish this crazy dude wasn't a villain, he's kinda funny" Mob thought
The villain had personally injured himself, he can teleport, and there's a flying weapon he just talked too? What da hell, who approved of this? Mob couldn't exactly grasp what this man's power was, and even if he could teleport why didn't he immediately teleport behind or on Mob? Was there a range? And why wasn't he teleporting now? All questions Mob thought to himself but could not answer yet, but what he did know was that he needed to finish this quickly, knock him unconscious and mind read this man to get some of the answers he needed, mostly the reason on why was Mob targeted. As soon as they split into two separate paths, Mob didn't care about the ball, he needed to get to the man. Mob also saw the man could partially regenerate, but he was still kinda injured so Mob was interested in the nature of his power. So as soon as they split up into 2 paths Mob tracked and blitzed up to the man's side so that his right side is facing Mob to finish this fight. Mob wanted to keep his previous range so as soon as came within 4 meters he would bind the opponent in another open cross position(similar to the picture mentioned in my previous post) by holding his right hand in an open palm towards his opponent and then unleash a mental shock on the opponent as a beam which came from Mob himself. Knowing that this man had some form of regeneration he couldn't be played with so if he didn't become unconscious from this attack Mob would then crush the torso and then the legs(by closing his left hand two times respectively) so that the man would become unconscious from damage. Mob would still be running and tracking him so he would eventually stop 3.5 meters from the opponent after those attacks and turn around to see if that flying ball was still approaching.
"Man this guy was weird"
(Note: If Kanye is unconscious after these attacks, there is gonna be a post credits scene where I scan his mind. The first attack should be enough I believe, but just in case.)
Name: Signature technique: Mind Shock [Signature Technique] Quirk: The Minds…Still Rank: D Experience Points: 10 Type: Offensive Range: Close Damage: 3 DMG Description: An offensive mental based attack designed to affect opponent's mind. The combatant unleashes a disruptive psionic beam [from them] that travels [five meters] to create a telekinetic shock. If successfully striking the opponent, the shock is established and deals mental damage as well as disrupting opponent's perception. This is reflected as mental pain & slight reduction in reaction [-5 PHY to Accuracy Attribute] & cognitive ability [stripping them of passive techniques that are Delta Rank and Below].
Drawbacks: This technique can be defended against or countered should the user possess mental base or energy base techniques. Physical techniques simply expose themselves to the dangers of the telekinetic bind.
Drawbacks: Technique movement speed is based on accuracy. The beam is four meters in length and one meter in width. There is an One Turn Cooldown in-between using the technique.

Mob couldn't exactly grasp what this man's power was, and even if he could teleport why didn't he immediately teleport behind or on Mob? Was there a range? And why wasn't he teleporting now? All questions Mob thought to himself but could not answer yet, but what he did know was that he needed to finish this quickly, knock him unconscious and mind read this man to get some of the answers he needed, mostly the reason on why was Mob targeted. As soon as they split into two separate paths, Mob didn't care about the ball, he needed to get to the man. Mob also saw the man could partially regenerate, but he was still kinda injured so Mob was interested in the nature of his power. So as soon as they split up into 2 paths Mob tracked and blitzed up to the man's side so that his right side is facing Mob to finish this fight. Mob wanted to keep his previous range so as soon as came within 4 meters he would bind the opponent in another open cross position(similar to the picture mentioned in my previous post) by holding his right hand in an open palm towards his opponent and then unleash a mental shock on the opponent as a beam which came from Mob himself. Knowing that this man had some form of regeneration he couldn't be played with so if he didn't become unconscious from this attack Mob would then crush the torso and then the legs(by closing his left hand two times respectively) so that the man would become unconscious from damage. Mob would still be running and tracking him so he would eventually stop 3.5 meters from the opponent after those attacks and turn around to see if that flying ball was still approaching.

As soon as Kanye split ways with his weapon, the boy teleported. This caught the black man off guard. How fast was this child? No matter, the child only had two options: Run towards Kanye, or run away. No reason to run away so it would be best to assume the worst case scenerio, the boy was continuing his assault and was dashing towards Kanye. Knowing his range was approximately two Kanye's away, the boy would likely appear in front of the man and use his psychic abilities once more.
But Kanye knew not where the boy would appear. While it is possible he could appear directly infront of Kanye, it's just as possible that he could appear to his left or right side. Or to GADA. Maga was in a bind. As the boy dashed, Kanye motioned for his weapon to proceed forward, in front of Kanye while Kanye leaped backwards. In the time it took Mob to move 5 meters Kanye was able to step back 2.5 meters, allowing the weapon to proceed 1.25 meters, proving the gap between the boy and Kanye to change from 9 to be 6.5 meters. Though because the boy was tracking Kanye till he closed the four meter gap, the weapon was able to move an additional 1.25 meters closer putting the gap between Mob and Kanye at 4 meters and Mob and the GADA at 1.5 meters.
As soon as Mob hit the 4 meter mark, he'd proceed to life Kanye up forcing the man to respond.

Ummm? I gotta go check. I think this is a metagame bro. I need help clairifying.
Issue: I know I'm new and I got a problem with the wording of my opponent's latest post. I believe my opponent meta gamed. He does not have the ACC to track me so there is no way for him to know how fast I'm moving or at what rate or position/range I use my techniques. Since I am constantly moving the calculations by my opponent's character(coming from this wording) might be void. He says "in this time" or "he was tracking until". He does not know that I was coming to a purely 4 meter gap or if I would only travel 4 meters because he can't see me. He also doesn't know my range and that I would only come within only 4 meters cuz he can't see me. He also does not accurately know my range by deduction because he teleported, it doesn't mean that by not feeling my effects is implying my range because for all he know I could've just let go or there might be a trigger not responded to. The power could also be different like air manipulation or etc. this person is just assuming psychic powers.
New edit: Ok I believe I win, whether or not my opponent considered his words timeframed. Because he triggered his words as soon as he was in a bind which is the same trigger I would use to inflict my mental shock attack on him, meaning that my technique fired as soon as he starts to talk. He also did not specify anything else in his post that he performed any other technique to heal himself to the contrary so if his words are timeframed he gets hit either before he finishes his words or as soon as he finishes them. Or since he did not put any reaction other than words then as soon as he finishes his words he gets hit by my attack, dealing the 3 DMG needed to finish the fight. If his words are not considered timeframe then my attack would still hit since he failed to do anything but say words. I'm not sure if I even have to post.

I've quoted Mob's original move in the above spoiler. In it, Mob moves to dash towards his opponent immediately after witnessing him and his weapon split off into two different paths. Now here, I've quoted Hero's reaction. I was a bit confused by the wording, especially when Hero referred to Mob as teleporting - I almost thought he was talking about himself. Now, in this instance when Mob dashes at Hero, he's moving at 20 SPD = 2 SPM, while Hero can only track 10 ACC = 1.5 SPM (Check Attribute Chart). The 0.5 difference wouldn't make him invisible, it would just make it so that Hero could barely track Mob. Only when there is a difference of 1 SPM or more between the movement and tracking speeds does someone blur out of sight. Therefore in this case, Hero being able to predict Mob's course of movement would not be considered meta-gaming.
However, addressing the rest of the move, Hero did nothing to defend against or interrupt the progression of Mob's attack. Hero's moving backwards (and the movement of his weapon in front of him) only slightly delay it. To quote Mob's earlier move, he said: "as soon as came within 4 meters he would bind the opponent." In the end, Mob doesn't attack until he gets within 4 meters of Hero to attack - Hero moving makes no difference. Assuming Mob would stop his attack there is like attempting a power-play (not trying to imply that was Hero's intention). Therefore, regardless of everything, Mob's attack would go on as originally intended. Hero would be caught in Mob's [Binding Telekinesis], then hit with Mob's Mind Shock which moves at his ACC (2.5 SPM), before succumbing to the crushing effect of his final attack.
Final Verdict
With only 2 HP left, Hero takes 0.5 DMG from being bound by Free-Form Telekinesis + 3 DMG from Mind Shock + 2 DMG from Telekinetic Crush for a grand total of 5.5 DMG received. This results in Hero's loss of the fight. If either of you have an issue with this judgement or wish to make an appeal, feel free to speak to me/leave another request in the Staff Checks thread.
P.S. A note for the both of you. We don't ever include talking in the Time-Frame. Dialogue is simply meant to make the RP more dynamic, however it isn't meant to factor in the timeline of your battles. (Trigger post credits scene) "Man that was weird. I wonder why this dude was hunting me."
Mob now being in 3.5 meters of his opponent would stare at him with the intention of reading his mind to figure out why he was targeted.
"Wha-What is this???"
Mob's mind would immediately be flooded with information on a hit list that was made by the Lucas family targeting not only himself but some of his classmates at Dawn University and other people he hadn't initially recognized but some he had seen during the training day catastrophe. Mob would also try to delve and figure out how this man found out about the hit list and who he would have to get in contact with to get his money.
"I gotta alert the school and staff! I'll call the cops to take this man to jail..."
Mob then flew away to Dawn University in a hurry while contacting the police for the dude.
"Lucas...I won't let them abuse others any longer." Mob thought, thinking about the time he was put into the abyss by the young lady his classmate tried to protect, and how the lady still sided with a villainous family.
"Family is family I guess, I respect that."
Note:Mob has read the mind of his opponent making him/the other students and staff at Dawn University aware of the hit list and who else is on it. Whether I gain anymore logical info such as the possible informant he would have to go to collect his money from the list, where he saw this hit list, and so on is up to the Mods.
